Christine Rodriguez

Ms. Christine Rodriguez is the Program Executive Officer for Manpower, Logistics and Business Solutions (PEO MLB), where she oversees an enterprise information technology (IT) portfolio providing solutions in support of Naval manpower, logistics and business capability needs. The PEO MLB mission provides acquisition oversight and management for a portfolio of programs chartered to provide systems and services which enable the Navy to accomplish day-to-day business functions and operations. These systems and services provide human resources, financial, and other business management solutions. 

Previously, Ms. Rodriguez served as the Acting Deputy Assistant Secretary of the Navy for Financial Systems from July 2021 to March 2022. She was the Deputy Director, Financial Systems, Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) from February 2020 to March 2022. Ms. Rodriguez was responsible for integrating resources and developing strategy to enable the transformation and portfolio management of financial management systems for the Department of the Navy (DON).

Prior to joining the DON, Ms. Rodriguez was Director, Financial Systems for the Department of Homeland Security (DHS), where she led the Financial Systems Modernization (FSM) program within the Office of the Chief Financial Officer (OCFO). In this capacity, Ms. Rodriguez managed an annual budget of $116M and led a team of federal and associated contract support teams in the management and execution of seven major IT programs.

Prior to her executive service Ms. Rodriguez was a member of the DHS Transformation and Systems Consolidation (TASC) Program Management Office (PMO) where she established and led the Organization Change Management (OCM) team. Before that she was a subject matter expert resolving IT issues in the DHS Grant Policy Office. During her time at DHS Ms. Rodriguez’s efforts had impact on financial systems across organizations including the Department of Interior, Transportation Security Administration, Federal Law Enforcement Training Center, US Secret Service, Countering Weapons of Mass Destruction Office and the US Coast Guard.

Prior to her career with DHS, Ms. Rodriguez led and managed the IT management reporting systems for the Office of the Chief Counsel of the Internal Revenue Service (IRS) by providing business intelligence reporting and program management services. Her private industry expertise is in IT projects and program management services supporting the Department of Justice and other federal and state agencies.

Ms. Rodriguez has more than 26 years of experience in acquiring, designing, implementing, and operating financial management and cutting-edge business intelligence solutions. As a result of her success she has received three awards from DHS for her efforts including the DHS Secretary’s Award for Excellence.

 


Mary Thoms

Ms. Mary Thoms currently serves within the Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB) as their Executive Director. In this Senior Level (SL) position since February 2021, she is responsible for ensuring cross program/portfolio coordination and planning, tactically and strategically, to drive PEO MLB’s transformation efforts. She also ensures integration of programs/portfolios requirements and acquisition efforts to deliver PEO MLB’s mission and vision.

Ms. Thoms’ SL service began in February 2021.

Previously, Ms. Thoms was the Director, Performance Improvement and Information Management at the Office of Naval Research (ONR) from December 2017 to January 2021. She was responsible for leading efforts to transform ONR business solutions, technical solutions, policies, operations, and practices to achieve Department of the Navy objectives, with an emphasis on data and analytics initiatives. She led teams in the study of programs, their processes and procedures to evaluate their efficiency and effectiveness and to develop and recommend improvements. She was ONR’s Director for Navy ERP, data and analytics, knowledge management, and performance improvement. She also served as the Navy-wide lead for the Navy Business Intelligence Community of Excellence.

Ms. Thoms’ federal service career began in 1998. Her experience includes program management, knowledge management, financial management, risk analysis, business process reengineering, business analytics systems and IT capital planning. She has served as the Director, Command Business Office at ONR; Deputy Comptroller for the Office of the Chief, Army Reserve; the Director of Department of Defense-Wide Reporting and Analysis for the Defense Finance and Accounting Service (DFAS); and has held various financial and program management positions throughout the Army.

Ms. Thoms received a master’s degree in public administration from The American University. She earned a master’s in national resource strategy from the Industrial College of the Armed Forces. Ms. Thoms is a graduate of the Army Management Staff College’s Sustaining Base Leadership and Management Program, the Defense Leadership and Management Program, The Federal Executive Institute Leadership for a Democratic Society, and is a Certified Defense Financial Manager.

Ms. Thoms’ personal awards include Superior Civilian Service Awards from the Navy and Army and a Special Act award from DFAS..
